President Xi Jinping has ordered China’s cadres to put employment and job creation “at the forefront of their mind”, as Beijing tries to anchor market confidence and maintain stability in the run-up to July’s third plenum.

In calling for “full, high-quality employment”, Xi explicitly addressed widespread complaints about illegal lay-offs by some companies, and he pointed to a mismatch between job supply and demand in some sectors, especially among youngsters.

“We must develop new business entities and new business models vigorously, actively cultivating new professions and developing new sources of job growth,” he said after a Politburo study session on Monday, according to state media reports.

“Employment is the most basic livelihood of the people, and it is related to … the healthy development of the economy and society, and the long-term stability of the country,” Xi was quoted as saying by the official Xinhua news agency.

The comments came after the president held a meeting with business leaders last week, demonstrating authorities’ determination to deepen reforms and boost growth – topics widely expected to be discussed during the third plenum.

“The course of high-quality development should be a process that spawns more, better jobs, and that development should better drive employment,” Xi said.
